Cllentts using PHPlist and Windows 8 have reported difficulties with a missing cursor when entering a new message. This is easily solved as it is only applies to Windows 8 in conjunction with Internet Explorer 10.
Whether this is a fault with Internet Explorer or PHPList is a moot point.
You have one of two choices: change browser to something like Google Chrome or Firefox, or use the workaround for Internet Explorer 10. This is as follows.
When you load the PHPList message page look in the toolbar of your browser: (the one that shows the name of the page you are viewing)

ou should see the following icons: I have ringed the relevant icon.
if you click on this icon websites will be displayed as if you were viewing them in a previous version of Internet Explorer, which will often correct display problems. You don’t need to click the button for a site after you’ve done it once—the next time you visit the site, Internet Explorer will automatically show it in Compatibility View. (If you ever want to go back to browsing with Internet Explorer 9 or 10 on that site, just click the Compatibility View button again.)
A better solution, however would be to Ditch Internet Explorer completely and use Google Chrome, Safari, or: my preference Mozilla Firefox as your browser. Installing it is genuinely painless. Here's a link Let us know if you need a hand.
